It hopes to fix society, but ends up fixing society so that no one is allowed to point out the problems that were never fixed. The religion of progress accomplishes many things, but in the end, progress is never one of them.
But you're definitely right. Any fear not rooted in God ends up fearing everything else, but the fear of God ends up fearing nothing else.
